Prosecution panel confident of Corona conviction
MANILA — Members of the House prosecution panel believe they have a strong impeachment case against Chief Justice Renato Corona that they don’t need to secure alliance’s votes in the Senate this early.
The congressmen-prosecutors need 16 votes or two-thirds of the 23 senator-judges on only one of the eight articles of impeachment to remove Corona as the Chief Justice. Only eight votes are needed to acquit him.
Members of the House majority coalition impeached Corona last December 12 with 188 signatures.
House prosecution team spokesperson Romero Frederico Quimbo said the panel is confident of getting Corona convicted in the Senate not because of political alliances or affiliation but because they have a strong case.
“The evidence is solid and most importantly, we have the better cause,” he said.
Aurora Representative Juan Edgardo Angara, deputy spokesperson of the prosecution panel, said that at this early stage, the panel has yet to discuss the matter of securing the necessary votes.
“The panel is focused on the preparation of its case and the evidence it will present during the impeachment trial,” Angara said.
There are only four Liberal Party (LP) members in the Senate composed of Senators Franklin Drilon, Ralph Recto, Francis Pangilinan and Teofisto Guingona III.
All the 23 senators, except Minority Leader Alan Peter Cayetano, and Senators Pia Cayetano and Joker Arroyo, meanwhile, are members of the Senate majority coalition.
Cibac party-list Representative Sherwin Tugna, one of the alternate prosecutors, said the prosecution team is “very confident” to meet the requirement of determining whether or not Corona is still fit, worthy, and has integrity to head the Supreme Court (SC).
“Unlike in a criminal trial which requires proof beyond reasonable doubt, an impeachment proceeding only requires preponderance of evidence; meaning, between the evidence presented by the prosecution and the defense, which between the two has more weight,” Tugna said.
Corona is accused of betrayal of public trust, culpable violation of the Constitution, and graft and corruption in the eight articles of impeachment. He had denied the allegations and sought the dismissal of the impeachment case.
Deputy Speaker Lorenzo Tanada III, who has been reassigned as a deputy spokesperson, thinks the Chief Justice is running away from the impeachment case for asking its dismissal instead of answering them in the Senate trial.
“We are confident that we will get the 16 votes based on the evidence we will present in the Senate…The fact that he did not verify his answer shows that he does not want to be held accountable for what is written in his answer,” Tanada said, referring to supposed flawed reply submitted by Corona.
Copies of Corona’s 79-page reply sent to the House prosecution panel did not bear the signature of the Chief Justice as a respondent, making the lawmakers doubt the document’s validity.
Meanwhile, the House panel has yet to fill up the two slots in their 11-man team just three weeks before the Senate trial starts.
Tanada, who was supposed to be a member of the panel, has been assigned as one of the deputy spokespersons to Quimbo, same with Aurora Representative Angara, son of Senator Edgardo Angara, who will be one of the senator-judges in the impeachment trial.
The lawmaker from Aurora has been previously designated as one of the alternate prosecutors.
House committee on justice chair Niel Tupas Jr., the head of the panel, made the confirmation in a text message but Tanada clarified that the new assignments are not yet final. (Sunnex)
