Pampanga to extend cash assistance to Pablo-hit towns
CITY OF SAN FERNANDO — The Provincial Government of Pampanga will be extending financial assistance to towns in the Compostela Valley in Mindanao which were affected by tropical storm Pablo last year.
Engr. Lulu Alingcastre, head of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), said the provincial government will be sourcing fund from its unspent 2012 allocation to help the municipalities of Laac, New Bataan, Montevista, Compostela, and Nabunturan, all from Compostela Valley, with P500,000 each.
Last December 2012, a team was sent by the provincial government to conduct an assessment survey in Compostela Valley to identify possible augmentation support to government and non-government agencies operating in the area, and recommend immediate intervention services to families affected by the Typhoon Pablo based on the results of the survey.
Alingcastre said a resolution authorizing the provincial government to undertake the plan was being drafted at press time.
Alingcastre added that the planned assistance is a way to give back to Compostela Valley what help they extended to Pampanga during the eruption of Pinatubo in 1991.
Savings from calamity fund
The province’s calamity fund had reached P76.1 million as of December 2012 as per data released by the PDRRMC.
Of that amount, Alingcastre said, P27.7 million had already been spent. The remaining P48.3 million will be included in this year’s fund.
This is aside from the 2011’s P17.6 million balance which is considered as a “continuing fund.”
In a meeting held Tuesday at the Sangguniang Panlalawigan, Alingcastre disclosed that the P27.7 million was spent on the following: repair and rehabilitation of various infrastructures–P1.9 million; purchase of medicines, vaccines, and medical supplies and other health disaster activities–P1 million; provision and distribution of food and relief goods both food and non-food–P20.6 million.
Provision of emergency shelter assistance–P1.6 million; provision for supplies procurement, and other incidental expenses–P829,123; provision of sacks for sandbagging–P700,000; and, purchase of life-saving rescue equipment and other disaster relegated activities for PDRRM office–P877,948.
During the discussion, together with representatives coming from different national government agencies in Central Luzon, it was agreed that a re-program of the 2013 budget for calamity shall be made.
Among these include the establishment of a permanent evacuation center in Pampanga where the families displaced by the recent typhoons and the southwest monsoon last year will be housed in.
The proposed evacuation center will be along the Arayat-Magalang area. ●Joelyn Baluyut
