NGO speaks up about report on ‘overpriced’ city projects
ANGELES CITY, Pampanga – Noel Sibal, spokesperson for Curia Sancti Rosarii Incorporated (CSRI), on October 19 spoke up regarding the controversial report by the City Project Monitoring Committee (CPMC) which cited several infrastructure projects of the City Government, under the administration of Mayor Edgardo Pamintuan, as “overpriced, poorly planned and poorly constructed”.
Sibal, during his guest appearance on the radio show of veteran media personalities Med David and Fred Cortez, confirmed that the said report was a collective output of the entire CPMC presented at the meeting of the Local Development Council.
He also said that the CPMC even inspected the sites of the infrastructure projects as a group.
Sibal said that he finally decided to come out and talk about the CPMC report after he received a ‘go signal’ from Pampanga Auxiliary Bishop Pablo “Ambo” David.
The CPMC includes various non-governmental organizations, such as the CSRI headed by Bishop Ambo David, and was created by virtue of Executive Order No. 17A in order to serve as a checking mechanism regarding the projects implemented by the City Government.
In its report dated July 31, 2012, the CPMC said that there is perceived overpricing on some projects of the City Government, such as the construction of the Legislative Building which has already been spent on by the City Government a total of P12.80 million even though it is still unfinished.
The CPMC report also observed that the utilization of the funds for Pampang Public Market was poorly planned, saying that the funds should have been used for “more important repairs like on the leaking roof, clogged drainage and electrical wiring system.”
The report also noted that some projects have been poorly constructed, such as the repair of eight public comfort room units at Pampang Public Market where the City Government reportedly spent P600,000.
According to the CPMC report, “Upon inspection, (the) CRs do not look like they have undergone repair.”
