New supplier gives bid price nearly half of Manila consortium’s P24.90

THE Cebu Water Consortium yesterday offered a much lower bid price than that of proponent Manila Water Consortium Ayala to supply water to Metro Cebu.
The proponent has 30 days, or until Jan. 15, to match the water price per cubic meter of the challenger.
Cebu Water submitted a P13.95 per cubic meter bid price with 19.26 percent projected internal rate of return, or more commonly known as return of investment (ROI).
The challenger’s bid price is nearly half of Manila Water’s bid price of P24.90 per cubic meter with an ROI of 14.5 percent.
If the P13.95 per cubic meter bid price prevails and is implemented, Metro Cebu will have reduced water rates, said Provincial Board Member (PB) Jude Thaddeo Sybico, a member of Capitol’s joint investment selection and evaluation committee (Jisec).

Cebu Gov. Gwen Garcia said the Cebu Bulk Water Supply System project is one of the biggest ventures of the Province in partnership with a private company.
The submission and opening of bids for the project went smoothly at the Capitol yesterday.
Based on documents submitted, the challenger, aside from having the lowest bid price, also offers the bigger ROI compared to the proponent and the other challenger, Metro Maynilad.
Metro Maynilad’s bid price is P18.71 per cubic meter, with 14.51 percent ROI.
“We have a low overhead while using a new design,” said Melanchthon Bernil, vice president of Cebu Water, in explaining how they came up with a low bid price.
Manila Water’s Business development manager Vilma Deray kept mum on the development, except to say their technical staff will check the challenger’s bid.
Provincial Planning and Development Office (PPDO) Chief Adolf Quiroga said that after submission and opening of bids yesterday, Capitol has until Dec. 16 to evaluate the proposals of the proponent and the two challengers.
Capitol will then give the proponent 30 days starting Dec. 16 to match the challenger’s low bid.
Contract
The agreement states that if the proponent matches the challenger’s bid price, the proponent gets the contract to supply 35,000 cubic meters of water to Metro Cebu daily.
If it cannot match the challenger’s bid price, then Capitol will have a new private firm partner for their Cebu Bulk Water Supply System project.
Quiroga said that if the project pushes through next year, Capitol and its private partner will get surface water from Luyang River in Carmen town and have a water distributor like the Metropolitan Cebu Water District distribute it in Cebu City, Mandaue City, Lapu-Lapu City and other areas within Metro Cebu.
