LTO: No transfer probe

THE Land Transportation Office (LTO) yesterday clarified that Assistant Secretary Virginia Torres and Executive Director Alfonso Tan did not order an investigation on the planned transfer of its licensing center from its building in Barangay Looc, Mandaue City to a rented space at the J Center Mall in Barangay Bakilid.
LTO 7 Director Raul Aguilos said they have already complied with Tan’s directive to submit documents for the move. The LTO central office has also inspected the space at J Center Mall as part of the requirement.
However, Dr. Danilo Dionson, one of the five drug testing laboratory owners operating near the current licensing center, urged the public to oppose the transfer.
He said it is anomalous and irregular, adding that it is aimed at favoring his rival, Leonor Aponda of Ladie’L Drug Testing Center.

He said something similar happened when Aguilos established a driver’s license renewal center at SM City, where a certain Harvey Osmeña allegedly monopolizes the drug test and medical examination.
He said he and the other drug testing centers in Barangay Looc will have to close shop and fire their workers.
Aguilos, for his part, said drug test results from other centers will still be accepted, but not the medical certificate.
“The advantage of the proponent is its proximity to the office. The wisdom of the circular (Department of Transportation and Communication circular)… is to provide the best service to the public at no cost to the government. It’s like a public-private partnership where private stakeholders are allowed to recover their investments if they can provide the capital,” Aguilos said.
His reason for the transfer to the J Center Mall was to get rid of fixers and to spare the public from the flooding that occurs in Barangay Looc during heavy rains.
Dionson said the presence of fixers means the director is a failure in his duties and responsibilities and should not be allowed to transfer the licensing office just because he is remiss at his job.
He added that while Aguilos is correct in saying the area is flood-prone, transferring the center is not the solution.
However, Aguilos said what matters most is the kind of service the government can provide.
“Dionson could have offered the same, which we could have likewise endorsed favorably. Nothing personal,” Aguilos said.
