DFA urged to increase number of Pinoys with dual citizenship
ONLY around 95,000 Filipinos abroad have regained their citizenship since the Dual Citizenship law was passed in 2003, prompting its author to call on the Department of Foreign Affairs (DFA) to intensify efforts to increase the number.
Senator Franklin Drilon said the DFA – which defended its P11.64-billion proposed budget for 2013 on Tuesday – should come up with a definite target on the number of Filipinos to be enrolled in the program and detailed communication plan to address any concern.
“The 95,000 is a very small percentage of the universe of former Filipino citizens who could have availed of dual citizenship law,” Drilon told reporters.
Despite the development, the Senate finance committee chaired by Drilon will recommend a higher budget for the agency to acquire buildings to house embassy and consular offices abroad.
At present, the agency is authorized only to use 10 percent of the proceeds from consular services as part of its building fund, which they use to acquire and lease offices and residences abroad, said Drilon.
The senator proposed to double the percentage of the use of consular fund to 20 percent on the condition that it will be used exclusively for acquisition of a chancery or residence.
He requested the DFA to prioritize which consular offices it plans to acquire, and submit the same to the committee for further review. The DFA has 60 embassies and 20 consulate-generals worldwide, which mostly are leased in the amount of P600 million yearly.
