Councilor slams ‘railroading’ of Magalang P10-M budget
MAGALANG, Pampanga–Sangguniang Bayan Member Elizabeth P. Gonzales of this town decried the alleged railroading in the passage of their municipality’s supplemental budget amoun-ting to 10,852,247.08.
Gonzales said she is particularly opposed to the allocation for the Personnel Development and Advancement Program, or trainings, amounting to P1,520,000.
The supplemental budget also covers appropriation for Extra Cash Gift/Productivity Enhancement Benefit of P6,356,908.33 and Statutory Obligations and Special Account of P2,975,338.75.
According to Gonzales she supported the Extra Cash Gift line appropriation but strongly opposed the P1.5 million intended for the trainings.
“Ito ay isang maliwanag na panloloko sa taong bayan. Ang pagpapasa nito ay pagtalikod sa sinumpaang tungkulin ng mga halal na opisyal na paglingkuran ang bayan, tugunan ang kanilang kapakanan at isulong ang kanilang interes,” Gonzales said.
Gonzales pointed out that the P1.5 million appropriation for training cannot be justified by the SB members because the year was about to end by the time they approved the budget.
The supplemental budget was approved by the municipal council on December 13, 2012.
“Anong training ang gagawin? Para kanino ang training? Saan gagawin ang training? Para saan ang training? Nasaan ang justification ng training sa personnel development plan ng munisipyo? Mas maliwanag pa sa sikat ng araw, ito ay gagamitin lang para kapakinabangan ng iilan,” said Gonzales.
During their last session in December, Gonzales questioned the P1.4 million savings from the salaries of three sectoral representatives in the Sangguniang Bayan for lack of basis for “their positions are non-existent.”
“I have raised my objections for this line appropriation on the budget only to be rejected by the majority of the SB members. Ilang fertilizers at abono na ang pwedeng pakinabangan ng mga mahihirap na magsasaka sa P1.4 million? Ilang mga notebook, lapis, ballpen at papel na ang pwedeng ibigay sa mga mahihirap na mag-aaral sa P1.4 million? Ilang gamot na ang pwedeng bilhin at ipamigay sa mga mahihirap nagkakasakit?” Gonzales stressed.
With this, the lady councilor appealed to the people of Magalang to be extra vigilant in tracking how the present administration utilized the P1.5 million appropriated budget for training in December 2012.
