Aetas get P4-M worth of titled lands in Bataan
CITY OF BALANGA–The provincial government of Bataan has shelled out P4 million to give 21,000 hectares of land to indigenous aetas in different parts of the province, marking a “victorious day” for the natives who have long sought for titled lands.
In the recent signing of a memorandum of agreement, Governor Enrique Garcia Jr. said that the total pledge to the Panlalawigang Asosasyon ng mga Ayta sa Bataan (Panabat) was P10 million, and P4.2 million from it will be used to survey the lands and issue Certificates of Ancestral Domain Title to the aetas.
“The remaining over P5 million will be allotted for their livelihood projects and other health and education programs,” said Garcia.
Through the help of the National Commission on Indigenous People (NCIP), 10 tribal communities will be given titles to 21,000 hectares of land. The biggest of this is located in Dinalupihan town covering 7,500 hectares; followed by 5,500 hectares in Bagac town; 4,500 hectares in Balanga City; and 3,500 hectares in Orani town.
The bulk of the fund will be used for land surveying, delineation and conflict resolutions said NCIP-Bataan head Zebred Cadangyao.
He added that this was the first time the provincial government has given such an amount to title lands for the indigenous people, erasing the fear of natives of not owning their homelands.
“This is a victorious day. The aetas are being noticed and empowered. They feel that they belong to society and start to socialize with the people down in the lowlands,” Cadangyao said.
According to Panabat President Danilo Salonga, there are about 8,000 aetas in the province who have been wanting to own the property rights
to their lands which have been only theirs in principle since the time of the Spaniards’ rule.
In addition, the governor is working out to give a P258,000 yearly assistance to Bataan’s 18 tribal communities, said Gila Garcia, consultant to the provincial government, to Panabat members.
Aside from this, she said that the Provincial Social Welfare and Development Office will identify aetas who do not belong to the national government’s Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) and will be given free PhilHealth cards. ● (PIA 3)
