The Provincial Government has given premium to three sectors that address the basic needs of the Kapampangans–health, education and agriculture.
Governor Lilia Pineda has instructed the Sangguniang Panlalawigan to allocate the 2013 budget in such a way that the three above sectors would be given a sizeable shares.
Health, education and agriculture, if given top priority, just like how the provincial government did, will solve many social problems, thus, providing a holistic development thrust for the constituency.
Instead of merely giving out alms to those seeking medical assistance, Pineda ordered the rehabilitation of district hospitals including their services so the public may not have to go to private hospitals to seek medical attention.
The same with education. Satellite campuses of the Don Honorio Ventura Technological State University (DHVTSU) are being established all throughout the province to make higher education accessible to many Kapampangans.
Agriculture development has also been laid down on the table and is receiving, this year, a huge share of the budget to be implemented. It is a way of ensuring food security and continuous livelihood for the Kapampangans.
