Becoming senior board member
At the Sangguniang Panlalawigan of Pampanga, many of those aspiring to claim a seat in the august body are not only after being elected as its member but, if possible, to become the senior board member as well.
The senior board membership is given to a candidate who garnered the highest percentage of total vote on his name divided by the number of votes cast for the position in the district concerned.
In Pampanga, there are 28 candidates vying for 10 provincial board slots divided among the four districts.
In the First District, the candidates are: Aurelio, Oscar (Independent); Basilio, Jerry (Independent); Castro, Jun (Nationalist Peoples’ Coalition); Garbo, Crisostomo (Kapanalig at Kambilan Ning Memalen Pampanga);
Manalo, Cherry (Kambilan); Mejia, Ian Paulo (Liberal Party); and, Miranda, Ruben (Independent). Among these candidates, only Garbo is a re-electionist.
In the Second District, the bets are: Ayen, Janet (LP); Buan, Leira (LP); Dimson, Salvador (Kambilan); Mallari, Mike (Independent); Manabat, Nena (LP); Muli, Ludivico (Independent); Salalila, Art (Kambilan); Torres, TonTon (Kambilan); and, Vitug, Jong (Partido Demokratiko Pilipino Lakas ng Bayan). Only Dimson is seeking re-election while Salalila had been a board member from 2007 to 2010.
The Third District race for board member is, perhaps, one of the tightest contests among all the districts. Here, former board members, incumbent ones and newcomers will square-off for three spots. They are: David, Roi Vinzon (Independent); Dizon, Trina (Kambilan); Henson, Rosve (Independent); Labung, Dinan (Kambilan); Laus, Monina (Kambilan); and Tumang, Teddy (Nacionalista Party).
David had run for two different positions before. He attempted to go up against Juan Miguel “Mikey” Arroyo in 2001 for the vice gubernatorial post and filed a candidacy as congressman of the district in the succeeding polls. He lost in both attempts.
Tumang is the incumbent mayor of Mexico town and shares his town with David and incumbent board member Dizon as their common bailiwick.
Aside from Dizon, Laus is also an incumbent member of the board. The latter is coming from the vote-rich City of San Fernando.
Not to be outdone are two former board members, Labung and Henson, who have been among the well-known figures in the Sangguniang Panlalawigan during their terms of office.
The candidates for board member in the Fourth District are: Bravo, Rodolfo (LP); Calara, Nelson (Independent); Nunag, Kenneth (Nationalist Peoples’ Coalition); Tolentino, Nestor (Nacionalista); Villegas, Cecille (LP); and, Yabut, Ricardo (Kambilan).
Tolentino and Yabut are both re-electionist. Calara was a former board member who was elected in 2007 but lost in the last election. Nunag is an incumbent councilor of Apalit town.
A senior board member has the same privileges as those other board members but has the possibility of becoming an instant vice governor in circumstances covered by the law on succession of elected officials.
In one event I attended I overheard some candidates for board member who admitted they are gunning to be the senior board member. Who would not? Imagine becoming a vice governor or, possibly, governor when you only ran for district board member? That’s a lot of savings considering the amount of money needed to wage a campaign for a provincial governor or vice governor. ●
