PAK: Tarzan is the problem

ANGELES CITY—The Partido Abe Kapampangan (PAK) branded Pampanga First District Representative Carmelo “Tarzan” Lazatin as the “root cause” of all problems that beset the city government of Angeles.
PAK also declared that without Lazatin, the City of Angeles has the potential to develop into one of the best cities of the country if not of South East Asia and the Asia-Pacific.
William Aguilar, PAK deputy secretary general, said that, “Lazatin’s brand of dirty traditional and patronage politics is one of the worst if not the worst in the entire country. He did everything with one motive in mind – that is to protect his own selfish interest.”
Onerous loans
Aguilar pointed-out that the loans acquired by Lazatin as mayor were onerous and very detrimental to the city and the local government, aside from being very controversial if not totally anomalous.
“Just imagine a loan of almost P200 million just to reconstruct the San Nicolas Public Market. The said amount was too much for the said project. We could not help but suspect that there were irregularities in the implementation of this project,” Aguilar said.
Aside from the P186-million loan for the public market, Lazatin also borrowed money from government banks to purchase garbage bins, construction of the slaughterhouse, to buy computers for the Ospital Ning Angeles, and for school buildings and socialized housing.
“Instead of improving local revenues, Lazatin resorted to the counter-productive measure of obtaining long-term loan with interests. Even the purchase of garbage bins was implemented through a loan,” Aguilar lamented.
Non-remittance to GSIS
“Because of the loans of Lazatin, the city government suffered from yearly budget deficit including accounts payable of P50 million or more. Under Lazatin, the city government also failed to regularly remit the GSIS, PAG-IBIG fund and PhilHealth contributions of permanent, contractual and casual government employees as indicated in the Annual Reports of 2003, 2004 and 2005 of the Commission on Audit,” Aguilar added.
“To make matters worse, Lazatin even understated the target revenues from real property taxes resulting in heavy reliance on the Internal Revenue Allotment (IRA) to the ratio of 70 percent IRA and 30% local sources,” Aguilar stressed, adding that, “We view this as an indication that assessment of taxes paid during Lazatin’s time was characterized by under-the-table negotiations with tax collections at the losing end.”
Without transparency
The PAK party likewise alleged that Lazatin managed the city government as if it is his own business “in violation of the provisions of the Local Government Code.”
“Based on our investigation, Lazatin failed to regularly convene local councils and boards including the Local Development Council, the Local Peace and Order Council, the Local School Board and the Local Health Board,” Aguilar revealed.
“He never believed in transparency and participative governance. To him, good governance does not exist although he could pay lip-service to it to serve his political objective. However, Lazatin could not and will never understand its true meaning. He simply does not care because to him he is the ‘king of the jungle.’ He will not go down from his pedestal to be with the ordinary people,” Aguilar said.
Solving the ‘problem’
“How do you solve a problem like Tarzan Lazatin?” Aguilar asked.
He answered, “By rejecting him in the polls. By ensuring the end of dirty traditional and patronage politics that Tarzan sponsored for 25 long years. By supporting genuine issue based advocacies, and pro-people programs and projects.”
