Senate passes cybercrime prevention bill
THE Senate has passed a proposed Cybercrime Prevention bill that will create government agencies that will focus on Internet-related crimes.
If the House of Representatives passes a counterpart bill and it is signed into law, an Office of Cybercrime will be created at the Justice department while the Department of Science and Technology will have a National Cyber Security Center. Meanwhile, the National Cybersecurity Coordinating Council will be created under the Office of the President.
The Office of Cybercrime is meant “as the central authority in all matters related to international mutual assistance and extradition.” Policy will be left to the National Cyber Security Center and the National Cybersecurity Coordinating Council will be charged with preparing a national cybersecurity plan.
The council will be chaired by the executive director of the DOST’s Information and Communications Technology Office and will include the director of the National Bureau of Investigation, the Philippine National Police chief, and the head of the DOJ Office of Cybercrime. The council will also include representatives from the academe and the private sector.
Senator Edgardo Angara, author of the bill, said passage of the Cybercrime Prevention bill “sends out a clear message that the Philippines is taking decisive steps not only in safeguarding its digital space, but also in assuring its transition into a full-fledged knowledge-based economy.”
