Lawmaker calls for regulation of small-scale mining

DUE to the recent landslide in Compostela Valley that claimed the lives of 30 people, as of Monday morning, Zambales Representative Mitos Magsaysay is pushing for the regulation and education of small-scale mining.
Magsaysay said the local governments, especially at the barangay level, should be the first to educate the small-scale miners on the ill effects of the use of mercury and other chemicals on soil.
She said this makes finding gold easier but puts the lives and families of the miners in danger.
“We have to educate them and make them aware of safe mining practices and set guidelines on what they can do,” Magsaysay said.
Magsaysay’s statement came in reaction to the declaration of local officials that it’s hard to put a stop to the sector as there are no alternative opportunities of livelihood in nearby areas.
She said the practices of these miners should be moderated and monitored before they are granted new permits by local officials.
She cited that the idea of a cooperative in which miners could be affiliated is a good idea as there will be a body responsible in regulating their practices.
Magsaysay emphasized that while the government cannot blame these small-scale miners for wanting to eke out a living, these miners do not also understand the risks involved in unsafe mining practices and even the mere thought of living so close to the mining area.
“It is sad that barely even a year after a similar tragedy struck, residents are back to their old practices and have risked their lives anew to earn livelihood in the mines. Hopefully, this will be the last tragedy to occur in the area,” Magsaysay said. (Annabelle L. Ricalde)
