Senator seeks unified disaster plan for Mindanao
SENATOR Aquilino Pimentel III announced Tuesday that he will gather government agencies and non-government groups in Mindanao to assess the island’s readiness against future disasters after Tropical Storm Sendong left more than a thousand people from Cagayan de Oro and Iligan City dead late last year.
He said the summit will attempt to create “a unified and well coordinated disaster-preparedness plan to prevent further loss of lives and destruction of property.” That will include disaster risk reduction measures and a better system for post-disaster relief and rehabilitation.
Pimentel, who flew to his home city of Cagayan de Oro in late December, said he saw a lack of coordination between the national and local governments from warning residents of the danger posed by Sendong “up to the gathering of cadavers and their identification.”
“There was virtually no system (in place) as bodies were seen paraded in a dumpsite,” Pimentel said.
He said the summit will involve government offices, civil society, and relief organizations “who are expected to draw a unified and quick response system that would be followed in the event of any natural and man-made calamity.”
Pimentel said attendees of the summit will also look for sources of funds for disaster preparedness and mitigation.
The summit will also take stock of dams and other infrastructure on the island, identify geographical hazards, and map safe areas for evacuee centers and storage sites for relief goods. Local governments will also be asked whether they have already put up their own early-warning systems and emergency plans.
Aside from that, the summit will also look for answers to the following questions, Pimentel said in a press statement: “Where are the watersheds in the island? Where are the remaining forests? Who have made money from logging and mining in the island of Mindanao?”
