De Lima: Palparan may surrender

JUSTICE Secretary Leila de Lima raised the possibility that retired Major General Jovito Palparan–accused of masterminding the abduction of two college students in 2006–may surrender to authorities.
However, she declined to issue any further comments regarding the matter.
Manhunt is ongoing because surrender has not materialized yet. There are surrender feelers but there has no indication of the exact date as to when he is going to surrender other than that. We cannot give you the details,” she told reporters on Monday.
De Lima said Palparan’s desire to surrender was made through an emissary she refused to name. Latest reports reaching the justice secretary also indicate that the former military official was sighted somewhere in Luzon.
Upon De Lima’s orders last week, the National Bureau of Investigation and the Philippine National Police (PNP) launched manhunt operations to arrest and jail Palparan as Malacañang warned his possible coddlers of cases.
Besides Palparan, also charged with kidnapping and serious illegal detention are military officers, Lieutenant Colonel Felipe Anotado Jr., Staff Sergeant Edgardo Osorio, and Master Sergeant Rizal Hilario.
They were accused of abducting Sherlyn Cadapan and Karen Empeño in Bulacan and efforts to locate them have been futile. The military has since denied custody of the University of the Philippines students.
Anotado Jr. and Osorio are currently detained at the PNP custodial center in Camp Crame after Judge Teodora Gonzales of Malolos City Regional Trial Court branch 14 issued arrest warrants against them last week.
Hilario remains at large as De Lima surmised that he will surrender if Palparan turn himself over to authorities.
“If Palparan resists (surrendering) then Hilario will resis,” she said, adding that he is close or loyal to Palparan.(Virgil Lopez/Sunnex)
