Senator seeks overhaul of water sector
SENATOR Edgardo Angara on Monday renewed a call for reforms in the water sector, including joint ventures with private firms, to give more
Filipinos access to sanitation and sewerage systems.
Citing 2008 figures from the World Health Organization and UN Children’s Fund, Angara said 24 percent–around 22 million–of the country’s population lack access to improved sanitation facilities.
“The longer these people are not unable to use proper toilet facilities and other waste disposal systems, the longer they get exposed to problems born out of poor sanitation. Our inaction in this regard comes at a very high cost,” he said.
That cost has been estimated by the Water and Sanitation Program of the World Bank at around US$1.4 billion a year from the economic cost of poor sanitation and hygiene. The figures, released in 2008, were based on 2005 prices.
According to the explanatory note of his Water Sector Reform bill, Angara says “Public-Private Partnerships (PPP) of water and sanitation services may be the step in the right direction toward securing uninterrupted, adequate, quality and dependable water services for everyone.”
The bill, if passed, will create Local Water Supply and Sanitation Companies, which will be state firms that will “construct, maintain and operate sanitation and sewerage systems” in territories called Provincial Water Resource Zones (PWRZs). The state firms will be authorized to enter into public-private partnerships with private firms.
“By streamlining our processes and opening the industry up to private investment, we can give more Filipinos access to improved sanitation faster. That’s why we need to urgently pass this measure,” he said.
The proposal will also consolidate authority to a Water and Sanitation Regulatory Authority, which will be formed from the National Water Resources Board.
“There are approximately 30 government agencies involved in water and sanitation in the Philippines,” Angara said, adding this “leads to the intersection of authority and resources being spread thinly, not to mention the varying policy regimes among different agencies.”
He said that this creates monopolies by “small operators, in cahoots with local officials,” who have no reason nor incentive to improve water services. (Jonathan de Santos/Sunnex)
