P53M ready for use

CEBU City Councilor Alvin Dizon yesterday raised the urgency to develop relocation sites in Cebu City for families living near rivers, creeks and other waterways.
He brought this up in the light of the massive flooding brought about by typhoon Sendong that struck Cagayan de Oro and Iligan cities.
In a news conference yesterday, Dizon said City Hall has set aside P53 million to develop resettlement areas in the city.
Of this amount, P25 million comes from the P871-million Annual Investment Plan of the City for 2012, and P28 million comes from the Division for the Welfare of the Urban Poor (DWUP).
“There is no reason for the City not to develop our relocation sites because there is already a budget. We just hope it will be implemented immediately,” Dizon said.
Dizon, who chairs the council’s committee on housing, said informal settlers near waterways resist demolition because they see the areas where they will be transferred to be not fully developed.
He said the city’s relocation sites have no roads and drainage systems, among others.
Other relocation sites that have remained uninhabited are forested, rocky, and steep.
“They feel they are more in danger there than living near creeks and rivers,” he said.
Based on the records of DWUP, most of the relocation sites of the City are in Budlaan, with 171 lots available; Pit-os, with 160 lots all considered livable; and San Jose with 78 lots available.
In a news conference yesterday, Dizon repeated that the City Council has never opposed Mayor Michael Rama’s move to clear Mahiga Creek of illegal structures.
The councilors are only calling on the executive department to heed the provisions Republic Act 7279 or the Urban Development and Housing Act (Udha) of 1992.
Udha provides that before a demolition, the families affected should be given relocation sites or financial aid.
Rama and other officials of the Cebu City Hall were charged with administratively and criminally for the clearing operations on the Mahiga Creek creek without the provision of a relocation site or financial aid.
Rama later reconsidered and said the City would provided relocation sites to the affected families.
Also yesterday, Dizon asked DWUP to immediately comply with the requirements of the National Housing Authority (NHA) so the P78-million balance from the agency’s P100-million National Government Subsidy Releases for Poverty Alleviation Fund allocated for Cebu City will already be released.
DWUP had said it planned to use the fund for a socialized housing project at the old Lorega San Miguel Cemetery for informal settlers living along the banks of rivers, creeks and esteros.
But NHA has yet to release the money because DWUP still has to comply with certain requirements such as site development and technical plans.
DWUP chief Collin Rosell said they are already working on NHA’s requirements.
