Ex-party-list lawmaker appointed as Armm OIC

FORMER Anak-Mindanao Representative Mujiv Hataman on Monday took his oath before President Benigno Aquino III as the officer-in-charge (OIC) of the Autonomous Region in Muslim Mindanao (Armm).
There was no formal announcement of Hataman’s appointment and it was only known to media through the President’s schedule sent to Malacanang reporters daily.
The oath-taking took place at 1:45 p.m. Monday.
Hataman entered the public eye after being implicated in the killing of Basilan Representative Wahab Akbar during a bomb blast at the House of Representatives. He was eventually cleared from charges involving Akbar’s death.
At a press briefing with presidential spokesperson Edwin Lacierda, he said Hataman’s qualifications fit the Armm’s OIC position.
“He is a former congressman and he knows the politics and the peoples in Armm. We believe that he could be a person who can advance the reforms in Armm,” Lacierda said.
He said Hataman’s appointment was made based on the basis of the search committee headed by Interior Secretary Jesse Robredo.
Premature
While Aquino officially administered the oath of office to Hataman, House Minority Leader Edcel Lagman said the appointment was still “premature”.
Lagman said Aquino should not have made the appointment pending the decision of the Supreme Court (SC) regarding the constitutionality of Republic Act (RA) 10153, or the law synchronizing the Armm polls with the May 2013 midterm elections.
“The projected oath-taking…is premature and precipitate because the decision of the Supreme Court on the constitutionality and validity of the President’s appointment of Armm OICs is not final,” Lagman said in a press statement.
Several petitioners led by the Minority Leader have filed separate motions for reconsideration in the consolidated petitions before the SC, asking that the close eight to seven voting in favor of the constitutionality of the Armm poll postponement be reversed.
“Judicial courtesy demands that the Executive, like any other litigant, must await the finality of a Supreme Court decision and must not preempt the High Court’s final action,” Lagman said.
On the other hand, House Speaker Feliciano Belmonte Jr. said that with the appointment of Hataman, people in the Armm can guarantee that they have the ear of the President.
“What can we say for the new OIC governor of the Armm is that he is a person known and who is trusted by the President. The President trusts his integrity and competence,” the Speaker told reporters in a press conference.
Lacierda said he assumed that Hataman has already signed a manifesto indicating that he will no longer run in the 2013 elections as one of the conditions of becoming an Armm OIC governor.
The Palace official, however, has no idea when will Hataman will start to assume his post.
Asked about the President’s instructions to Hataman, Lacierda said “to make sure that the reforms are implemented. The reason why we went for a synchronization and also, in particular, the Armm is to make sure that all the excesses of the past, all the corruption be eradicated and make sure that Armm — as envisioned by the frameworks of the Constitution, by the solons who drafted the Organic Act — would really push to advance the welfare of the people from Armm.”
