Power being restored in Sendong-stricken areas

AREAS whipped by Tropical Storm Sendong (international name: Washi) last week will have power as soon as possible in time for Christmas, the government said Tuesday.
Electricity in some provinces and cities affected by Sendong was already restored as early as December 18, according to the Department of Energy (DOE).
Remaining areas that still have no power include 10 percent of the franchise area of the Cagayan Electric Power and Light Company Inc. (Cepalco), a private distribution utility serving Cagayan de Oro and the municipalities of Tagaloan, Villanueva, and Jasaan in Misamis Oriental.
Electricity in Talakag, Bukidnon will be restored on Thursday while power in Rosario, San Luis, Lapaz, Bislig, and Hinatuan became online Tuesday. A total of 10,363 customers were affected by the power interruption in these towns.
Power distribution facilities are required to seek clearance from their respective local government units before connecting back to the grid to ensure safety and avoid incidences of electrocution and fire breakouts.
According to the DOE, the areas affected by Sendong are Dumaguete, Zamboanga, Misamis Oriental, Bukidnon, Davao Oriental, Compostela Valley, Agusan del Sur, Surigao del Sur, Iligan, and Cagayan de Oro.
“We note that parts of the typhoon-stricken areas are still submerged in flood water. Nevertheless, all efforts are being exerted by managers of all power distribution facilities through close coordination to restore power at the soonest possible time,” Energy Undersecretary Josefina Asirit said.
Sendong hit the northern part of Mindanao on December 16 and left the Philippines two days later with nearly 1,000 fatalities.
The affected population has reached 63,079 families or 338,415 persons in 13 provinces, mostly in Mindanao, a report from the National Disaster and Risk Reduction Management Council (NDRRMC) show.
While the government has yet to fully assess the damage caused by Sendong, the Department of Agriculture said the storm wiped out crops worth P15.4 million.
Agriculture Secretary Proceso Alcala, however, clarified that this is just preliminary figure as the storm damaged some 87 metric tons (MT) of palay worth P6.1 million mostly in Palawan, and 189 MT of corn worth P4.5 million in Zamboanga del Norte and Northern Mindanao.
At least P4.78-million worth of vegetables, fruits and root crops in the same region were also damaged by Sendong, which is arguably the deadliest storm that formed in the Pacific Ocean this year.
“We have no special program for the affected farmers. However, they can apply for crop insurance at the regional office of the Philippine Crop Insurance Corp,” DA spokesperson Salvador Salacup told Sun.Star.
Instead, Salacup said the government will push through with the “palit tanim” program.
This involves the replanting of affected farmers with 100 percent assistance for planting of certified seeds for those with destroyed crops and 50 percent for damaged crops.
Last October, the PCIC released P334 million to cover farmers’ losses owing to typhoons Pedring and Quiel, its largest amount to date.
The magnitude of the indemnity owes not only to the severity of the twin calamities, but also to the expansion of the agency’s insurance coverage among farmers during the last 12 months, the agency had said.
Meanwhile, at least P4 million was raised by the Department of Interior and Local Government (DILG) that will be used for the purchase and distribution of relief goods to storm victims.
“This is just an initial figure. We are expecting more pledges and contribution from the regional offices and local governments,” DILG Secretary Jesse Robredo said.
The funds, he said, were collated from the contribution of officials and employees of the DILG central office and regional offices, as well as from the Bureau of Fire Protection, Bureau of Jail Management and Penology, Philippine Public Safety College, and Local Government Academy.
Robredo said he also received pledges from the National Police Commission, and Philippine National Police Chief Director General Nicanor Bartolome of around P1.5 million.
The Police Non-Commissioned Officers Association Inc., meanwhile, will collect P100 pesos from each of their 123,000-strong members nationwide.
Local government units also did their own share of providing relief to thousands of victims of Sendong, especially in badly hit cities of Iligan and Cagayan de Oro.
Robredo said he received a text message from the Surigao del Norte Provincial Government that the LGU will give P100,000 each to Cagayan de Oro and Iligan emergency assistance to the flood victims.
On the other hand, Zamboanga City passed a resolution to provide P1 million each to the same cities. The local governments of Sta. Rosa City, Butuan City and Naga City likewise pledged help. (Virgil Lopez/Kathrina Alvarez/Sunnex)
