Ex-newspaper boy is Visayas’ new chief magistrate

A FORMER trial court judge in Cebu, who once worked as a newspaper boy and an ice cream vendor, is the new chief magistrate who will lead the handling of cases in the entire Visayas.
The Supreme Court announced the installation of Associate Justice Pampio Abarintos as the Executive Justice and Chairman of the 18th Division in the Court of Appeals-Visayas.
He is expected to replace Justice Portia Alino Hormachuelos who reached the mandatory retirement age of 70 on July 23.
At 67, the High Court said Abarintos was chosen for being the most senior among the other candidates, fellow CA Justices Edgardo de los Santos and Myra Fernandez.
Abarintos’ appointment can also be seen as an early birthday gift as he is set to turn 68 on December 14.
The appointment was spelled out under Administrative Order No.
152-2011, which was signed by the heads of the three divisions of the
SC, namely: Chief Justice Renato Corona, Senior Associate Justice Antonio Carpio and Justice Presbitero Velasco Jr.
Corona is the current chairman of the SC First Division, Carpio is the chair of the Second Division and Velasco heads the Third Division of the High Court.
“Now, therefore, pursuant to, and by virtue of, the authority vested by the revised Resolution in AM No. 99-12-08-SC and for and in behalf of the Court, the undersigned hereby designate CA Justice Pampio Abarintos as Executive Justice of the CA-Cebu Station,” the appointment paper read.
A profile published at the CA’s website described how Abarintos had to juggle different jobs just to fulfill his dream to be a lawyer.
Coming from a poor family in Batangas, he earned his elementary and high school education through his own efforts as newspaper boy and an ice cream vendor.
Like a typical rural folk filled with vision for a better life, he was lured to Cebu City with his elder brother in May 1961.
Abarintos also fend for himself while in Cebu, where he finished his Bachelor of Arts (cum laude) at the University of San Jose Recoletos.
Then he enrolled at the University of the Visayas also in the same city, where he earned his degree in Bachelor of Laws and went on further studies (post graduate) at Southwestern University.
He was admitted to the Bar in 1970.
Prior to his stint in the Judiciary in 1987, he was a practicing lawyer and taught commercial law from 1970 to 1981 in Southwestern University.
Abarintos was first assigned in Bais City (Negros Oriental) Regional Trial Court branch 45 from 1987 to 1991, and then detailed at RTC branch 26 in Argao, Cebu for a year (1991-1992).
He was transferred the following year to Cebu City RTC branch 22, his work station until he was promoted as Associate Justice of the appellate court by former President Gloria Macapagal-Arroyo on March 12, 2004.
His management skills was also tested prior to his appointment in the CA as he was the Executive Judge of the Cebu RTC, bringing under him administrative supervision over 22 RTCs and 13 municipal, city, and circuit courts.
Abarintos’ efforts were not put in vain though, after he was awarded by the SC for Judicial Excellence as Outstanding RTC judge in October 2003.
Also a sportsman, his interest in games varies from golf, bowling, tennis, chess, and dart.
He is married to Rosenda Comia, a nurse, with whom he has three
