Citom blames death of cop on road contractor’s ‘neglect’
THE Cebu City Traffic Operations Management (Citom) Board wants City Hall to blacklist the contractor of a road concreting project at the North Reclamation Area (NRA), which allegedly failed to put up signs to warn motorists.
The failure, the Citom Board said, caused the Nov. 30 accident that killed an officer of the Mandaue City Police Office.
JJ&J Construction is implementing the road concreting of A. Soriano Ave., the road in front of the Queen City Memorial Gardens and White Gold department store.
Citom Board chairman Sylvan “Jack” Jakosalem said he learned from Land Transportation Office 7 Assistant Regional Director Arnel Tancinco that senior police officer Reinero Pareja Cortez died last Saturday at Cebu Doctors’ Hospital. He was 50.
“It (failure to put signages) was a very blatant display of disregard of public safety that resulted to the death of a police officer. It was a clear, inexcusable, deadly neglect,” Jakosalem said.
Resolution
The board, during its meeting yesterday, adopted a resolution recommending to the City Government the blacklisting of JJ&J Construction.
Sun.Star Cebu tried to call the contractor yesterday but its officers could not be reached for comment.
For the safety of motorists, Jakosalem said the contractor is supposed to put up traffic signs and keep the project site well-lit. He added that these conditions are stipulated in the project contract.
Cortez was driving his black motorcycle near the Queen City Memorial Gardens when he crashed into a concrete barrier in the middle of A. Soriano Ave. around 9 p.m. last Nov. 30. He reportedly did not see the concrete barrier as there were no signages and the area was poorly lit.
Cortez was thrown from his motorcycle because of the impact and hit his head on the concrete pavement. He was rushed to the hospital but he died two days after the accident.
Cortes was head of the Investigation and Detective Management Bureau of the Mandaue City Police Office and different stations before his latest assignment, which was as night shift supervisor of the City Public Safety Company.
