A PROGRESSIVE party-list lawmaker with a pending plunder case against former President Gloria Macapagal-Arroyo urged the Office of the Ombudsman to expedite the filing of charges before the Sandiganbayan.
Bayan Muna Representative Teddy Casino made this appeal on Monday, a day before the Supreme Court (SC) is set to decide on the constitutionality of a joint Department of Justice (DOJ)-Commission on Elections (Comelec) panel that filed electoral sabotage charges against Arroyo, which, in turn, became the basis of her arrest.
Arroyo’s husband, former First Gentleman Jose Miguel “Mike” Arroyo, had challenged the constitutionality of the Comelec-DOJ Joint Order 001-2011 that created the panel before the SC.
Once the panel is declared unconstitutional, the former President will be free to leave the country. The SC earlier issued a temporary restraining order on the watchlist order issued against Arroyo.
Casino said the Arroyo-appointed SC might “do things” to jeopardize the arrest and trial of the former President.
He said the Office of the Ombudsman should immediately file at the Sandiganbayan the plunder case against Arroyo for her alleged involvement in the anomalous National Broadband Network (NBN) deal with China’s ZTE Corporation.
Casiño, along with Bayan chairperson Carol Araullo and Makabayan vice-president Liza Maza, filed a motion to pre-empt a “motion for extension of time to file counter-affidavit” that is expected to be filed by Arroyo Monday.
Mrs. Arroyo has been given until November 21 to file her counter-affidavit after being given a 30-day extension.
“Ombudsman Conchita Carpio-Morales should expedite the case and file it with the Sandiganbayan within the week,” the party-list lawmaker said.
“It would be best for the Ombudsman and the DOJ to file as many cases against GMA at the swiftest possible time and without violating due process. The momentum for accountability has started and it should not stop until justice is fully served. Nothing less than GMA’s imprisonment is needed for justice to be achieved,” Casiño stressed.
Arroyo already denied allegations of her involvement in the NBN-ZTE deal, stressing that she cancelled the contract when the scandal broke out. (Kathrina Alvarez/Sunnex)
