CDC, TESDA renew ties for manpower development

CLARK FREEPORT, Pampanga, Dec. 2 (PNA) — The Clark Development Corporation (CDC) and the Technical Education and Skills Development Authority (TESDA) have signed a memorandum of agreement (MOA) that renews its partnership in providing skills training and employment to job seekers in the province.
CDC president Benigno N. Ricafort and TESDA provincial director Ben-Hur B. Baniqued on Tuesday signed the MOA here before local and national officials.
The CDC “recognizes the importance of skills development and… relevance program needs of [Clark] locators,” Ricafort said.
Eduard Pinlac of CDC’s Customer Service Department said TESDA is the lead government agency tasked in catalyzing and coordinating manpower development services, thus it pursued its mandate of providing skills training and increase the chances of employment of the labor force in Pampanga.
Based on the MOA, TESDA shall be the center for the coordination and information dissemination to its graduates by establishing centralized linkage for their graduates and trainees.
This centralized information will be used for facilitation, monitoring and determining required job opportunities for TESDA graduates and trainees inside the Clark Freeport, the MOA further said.
Pinlac also said TESDA and CDC have committed to link up their data base “relative to the utilization and maintenance of a common manpower pool.”
The TESDA Pampanga Office shall regularly provide CDC a monthly report on available manpower database according to age, gender, education and experience.
This information will help TESDA plan, design and fund skills training programs suitable to current and future manpower needs of Clark locators based on studies and projections of CDC.
On the other hand, the CDC shall provide regular updates to TESDA a list of job vacancies and job opportunities in order to aid TESDA in planning for relevant training programs to match requirements of industries here.
At the same time, the CDC shall assess manpower requirements of locators and periodically provide TESDA relevant data to be utilized in planning, budgeting and conduct skills training programs. (PNA)
